Noia Zan Vrët (/ˈnoja/ /zan/ [evident] [stand]) is a subtropical Town located in Janjenzoz̄o Parish, Mijlequni District, within the Federation of Alveria.

The name Noia Zan Vrët is derived from the Wood Elvish language, as Noia Zan Vrët was founded by Khotur Ognobeh, who was culturaly Wood Elven.

Climate

Noia Zan Vrët has a yearly average temperature of 17°C (62°F), with its average temperature during the summer being a pleasant 25°C (77°F) and its average temperature during the winter being a cold 9°C (48°F). Noia Zan Vrët receives an average of 229 cm/y (90 in/y) of precipitation, most of which comes in the form of rain during the summer. Noia Zan Vrët covers an area of nearly 6 km2 (2 mi2), and an average elevation of 8308 m (-15692 ft) above sea level.

Overview

Noia Zan Vrët was founded durring the early 11th century, by Khotur Ognobeh. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Khotur Ognobeh.

Noia Zan Vrët was built using the conventions of Wood Elven durring the early 11th century. Naturaly, all settlmentss have their own look to them, and Noia Zan Vrët is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Noia Zan Vrët is is constructed arround a semi-circular spacious canals mainstreet, with smaller strait roads linking the circiles to eachother at varrious points. The town has a defencive wall made from querried stone. The wall is equipped with a full set of battlments but the nature of its construction methodology leaves it somewhat vulnerable to siege equipment. That said, the town is well defended against anything short of an army. Noia Zan Vrët's cost-cutting-focused defences has sufferd soem light damage, reducing its function a little in some spots, but could almsot certainly preform as expected... Though some of the worse spots could lead to the loss of defenders lives if attackers identified the weaknesses ahead of time.

A quick look in any direction shows Noia Zan Vrët is filled with vices. There are many taverns, brothels are advertising their services on the streets, cardsharks are plying their illicit trade within public squairs, and every shop has at least three signs advertising various sales on goods. That alone wouldn’t be too noticeable, if it wasn’t just so omnipresent and overwhelmingly how the people of this town live.

Civic Infrastructure

Noia Zan Vrët has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Noia Zan Vrët. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Noia Zan Vrët's parks.

Noia Zan Vrët has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Noia Zan Vrët.

Noia Zan Vrët has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Noia Zan Vrët has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Noia Zan Vrët's public wards, blessings, and other arcane systems.

Noia Zan Vrët possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Noia Zan Vrët's grid is powered by an arcane means.

Noia Zan Vrët possesses an older civil lighting system consisting of street lamps. In spite of the Galvanic Grid, these lights continue to use their old fule sources to provide nighttime illumination to all city streets.

Noia Zan Vrët has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Noia Zan Vrët's natural decorations nor waterways.

Noia Zan Vrët has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Noia Zan Vrët has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

The locals have cut a deal with some unspeakable entity, trading some form of tribute (benign of horrific) in exchange for the being’s forbearance or assistance. Outsiders may be ignorant of the bargain, or they may know that the community is in thrall but be too fearful of its master to take action against them. The creature likely serves as a protector as well as a tyrant, so the locals may be content with the deal even if it doesn’t offer any further inducement or aid.

Noia Zan Vrët's town hall was built using a different architectural style from the rest of the town. The style used is best known for its functional shapes, abstract shapes used sparingly for decor, simple color schemes, holistic design, and basic industrial materials. Its simple designs were created to be beautiful, functional, and mass-producible. The style used little to no embellishment or ornamentation, instead drawing attention to the streamlined design, such as flat roofs to create a simple, geometric look. The simplicity masks the style's nearly sinister functionality, as every last feature is designed to guide the people living in the building in how to make the most efficient use of the structure.

In Noia Zan Vrët there is a constant smell of overcooked presumably ethnic food.

The Bloodbrush near Noia Zan Vrët are known to be almost tame, such that they can be put to domestic use.

Noia Zan Vrët's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves consuming a local toxin to channel Abjuration energies of tier 1 via mimery.

In time immemorial, reportedly some time during the late 2nd century Noia Zan Vrët was struck by a devistating earthquake. The quake brought ruin to Noia Zan Vrët, which lost 141 people, 273 livestock, and 98 buildings in the earthquake. The day of the quake is remembered by many as Calamity's Day.
